After the Global Refugee Forum (GRF) in December 2023, R-SEAT produced an Assessment Report on Meaningful Refugee Participation (MRP) based on interviews from a sample of members from the Group of 70 Forcibly Displaced and Stateless Experts identified by UNHCR, representatives from refugee-led organizations (RLOs), members of the Advisory Board to UNHCR, and nine refugee advisors to official state delegations.
The report concludes that despite a significant increase in the rate of refugee participation at GRF 2023 compared to GRF 2019 with some progress in the substance of participation, significant barriers remain. With the High-Level Officials Meeting (HLOM) upcoming in December 2025, there is an immediate opportunity for stakeholders to utilize the findings of this report in preparation for HLOM, as the essential midterm review for the GRF.
In this context, R-SEAT in partnership with LERRN is hosting this virtual event focused on “Lessons Learned”, bringing together diverse stakeholders to identify actionable strategies for improving the quality of MRP at HLOM 2025. Speakers will include thematic experts with lived experience of forced displacement who attended GRF 2023 in different capacities, sharing their insights and recommendations.
Given the current challenges facing the global refugee regime, MRP is an essential tool for improving outcomes for refugees, furthering localization efforts, and tailoring programs and policies for the needs found on the ground. We look forward to discussing MRP as a tool to enhance global refugee policy.
